Green Paper Consultations

The Department of Rural Development and Land Reform gazetted the Green Paper on Land Reform on the 30th of September 2011, and public consultations are currently on the go throughout the country. This Green Paper seeks to break away from the past, without significantly impacting on food production and security. All South Africans are urged to participate in this consultation process, to shape the future of our Land Reform.

The Green Paper on Land Reform in essence deals with two key issues:

Four tier land system

  • State / public land : lease hold
  • Private owned land : Free hold with limited extend
  • Foreign owned land : Freehold with precarious title
  • Communally owned land

The 3 proposed institutions to support this 4 tier system

  • The land Valuer-general
  • Land management commission
  • Land management board
